before authorities discuss ans share the right message,, there has been some level of ignorance of lack of info even among policities makers,, how do authorities start to form the adequate level of HL, and measure that of the sociaity???

Great to see Social Support and Recovery - something I feel strongly about in relation to HL - the social resources and networks, use of proxy that people need for sense-making and to make decisions. We very rarely make decision, understand information in this case health in a vacuum. This is very important specifically for misinformation, disinformation.
