Related to Steph and Vecky’s questions. I’ve heard arguments that carbon emissions are significantly higher in the “global north” than the “global south”. Is focusing on the global south a distraction from reducing emissions where the majority of production, extraction, and carbon emissions are centered?

Is there a common framework that connects them?How are these intricate and complex frameworks designed at the international level being explained/communicated to people at the front line of climate change in least developed countries, for example, farmers in remote islands of India?
