No, it can be full-time employment if you apply based on completing all of your coursework requirements - you just need to finish your thesis in the year of OPT

what is the end date for graduate students with a february graduation date?

since december graduates will have february 2022 dates on the diploma

It should still be 12/23/2021 since the actual graduation date does not matter - it is based on when you complete your degree requirements

Do STEM students still have a longer OPT?

They can if they apply for the STEM OPT extension for 24 for months of employment authorization. It is a separate application that you submit 90 days before your OPT period ends.
