Can we claim to be “rooted” in a place and also be transient and mobile? What makes someone a “resident”?

In my experience, pro-affordable housing nonprofits in Greater Boston discourage rent strikes and other militant organizing tactics because “tenants will not pay rent” undermines their line that “tenants cannot pay rent.” For folks who are not aware, Cambridge City Council passed the Affordable Housing Overlay this previous Monday. Its YIMBY supporters claim that loosening zoning restrictions will provide more & cheaper housing, and drive down housing costs generally. Its NIMBY detractors talk about “over-development” (which is not a thing imho). Leftists are skeptical that any strategies which enrich real estate capital and developers also benefit tenants, because of the fundamentally extractive relationship between tenants and landlords. Keeping this local context in mind, could tactical urbanism support the decommodificatios of housing, directly or indirectly in Somerville/Cambridge? Thank you!
